Relevant departments and units should incorporate urban night lighting into the daily management of the city, and open and close the night lighting design as required. Night building lighting facilities shall be provided as required for buildings (structures) located in key areas of the city and on both sides of key streets, or tall buildings (structures) located in other areas. 3. The Korla City Planning Bureau is the competent department for the overall planning, organization, coordination and management of the city's night lighting work. It is responsible for focusing on the night lighting work of key sections and important buildings such as Renmin Road, Traffic Road, Petrochemical Avenue and Jianguo Road. And guide and inspect the night lighting work of all relevant units. All the buildings (structures) on both sides of the street and the nightscapes of the tall buildings (structures) and sections that are more obvious in the field of view are included in the unified management of night lighting work. The Korla City Planning Bureau is responsible for supervising and inspecting the night lighting of existing buildings (structures); when the new buildings (structures) are inspected and accepted, the night lights of the buildings are reviewed and acceptance. 4. The Korla City Planning Bureau is responsible for the notification and supervision of the opening and closing night lighting facilities of the relevant units, and is responsible for organizing, coordinating and supervising the implementation of various night lighting work. 5. According to the overall requirements of the city's urban night lighting, the Korla Municipal People's Government (or authorized functional department) is specifically responsible for the planning, construction and management of the city's night lighting, organizing and supervising the implementation of various night lighting work, and Supervise, guide and inspect the night lighting work of each street office and related units; be responsible for organizing the preparation of the city's night lighting planning and implementation plan, and reviewing the night lighting schemes of major streets, key scenic spots and tall buildings (structures). And after the plan is approved by the Korla City Construction Plan Review Committee (approved by the municipal and state-level people's governments), it shall be constructed and managed according to the requirements of the three-level responsible; the designated specialized agency shall be responsible for the daily management of the night lighting in its jurisdiction. The units and individuals of the main avenues must set up lighting according to the approved night lighting planning plan; the nightscapes of the buildings and structures of non-main street units and individuals must be based on the requirements of the Korla City Planning Bureau, and the night scene lighting setting plan should be proposed within the prescribed time. It is set after the examination and approval of the Korla City Construction Plan Review Committee (Office). Sixth, the city's power supply, gardens, municipal, fire, public security and other relevant administrative departments should actively support and cooperate with the construction and management of night lighting facilities. The Korla Power Supply Bureau is responsible for ensuring the power supply for night lighting. 7. The Planning Department of Korla City is responsible for organizing, coordinating, supervising, urban management supervision and related offices, etc., supervising and inspecting the effects of night lighting and opening and closing time of various districts and related units, and ordering violations of the regulations to correct them within a time limit. Penalties are imposed in accordance with relevant regulations.
