Li Shengmao pointed out that the tendering of photovoltaic power generation project concessions is a transitional pricing mechanism that only applies to the early stage of the development of the photovoltaic industry. Because the cost of electricity generated by photovoltaics at this stage has benefited from rapid technological advancement in the industry, it has always been in a rapid decline. In this context, the use of concession bidding to determine the price of electricity is conducive to maximizing technical progress and reducing government subsidies. When the photovoltaic industry develops to a relatively mature stage, the rate of decline in the cost of electricity generated by photovoltaic power generation slows down, and it is appropriate to adopt a fixed photovoltaic power grid benchmark price policy.
