Hunan's on-grid tariff has been raised and power cuts are still possible

After the on-grid tariffs were raised, in the face of the peak of summer power consumption, Hunan still cannot guarantee that power cuts will no longer be imposed.

On May 19th, Hunan Governor Xu Shousheng announced at the video conference of the province's peak summer power and energy operation work to suspend the implementation of peak-to-trough time-sharing and abundance season electricity prices, regardless of time period or season. The price for the whole year will be uniformly implemented in accordance with the benchmark electricity price approved by the state to ease the contradiction in coal price.

This plan has been implemented since May 15.

Datang Group Hunan Branch News Center Director Chen Jianfeng revealed to the Caixin reporter on May 20th that Hunan has raised the price of thermal power online by 2 cents per degree. It will be implemented from May 1.

Earlier, the Shanghai Securities News quoted authorities as saying on May 18 that the NDRC will increase the on-grid tariffs in Hunan, Guizhou and Jiangxi by 2 cents/degree.

According to Chen Jianfeng, the Fengshui Season electricity price refers to the on-grid price rather than the terminal price. Hunan Province began to implement the abundance of seasonal electricity prices in the 1990s. Since it started to rain in March, the water season in April, May, and June was a lot of water and electricity, so it was not wasted. In order to encourage hydropower, the price of thermal power on the Internet will be reduced by 4 cents/degree during the wet period. In the dry season, there is less water and electricity, and the on-grid electricity prices of thermal power are brought up again.

This means that the on-grid electricity price in Hunan Province has received special treatment this year. After the 2 points/degree increase on May 1st, the suspension of the implementation of the abundance of electricity prices on May 15th allowed the price of the thermal power grid, which should have been lowered, to maintain its original price level.

But this may not solve the power plant's losses. According to the statistics, from 2006 to 2011, Datang Hunan Branch had a loss for 4 years. Chen Jianfeng said that in January-April this year, the company suffered a loss of 540 million yuan, compared with a loss of 160 million yuan in the same period of last year, which was a year-on-year loss of 380 million yuan. "The main reason is that coal prices have risen and coal prices have risen by 127 yuan/ton over the same period last year," he said.

According to information disclosed by the Hunan Provincial Government, on May 15, Gong Xiusong, Director of the Provincial Price Bureau, convened a meeting of the relevant responsible persons of the five major thermal power groups and provincial power companies in the province and asked all enterprises to implement the provincial government and the provincial government to address the tight supply situation. The five powerful measures, such as “start coal price linkage, stop the implementation of the peak-to-peak electricity price policy, stop the implementation of the abundance seasonal electricity price policy, implement temporary price intervention measures for electric coal, and clean up the intermediate links of electric coal”.

The government hopes to further rationalize the contradiction between thermal power prices and encourage coal-fired power companies to actively adjust coal-fired power generation to protect the province's electricity supply, and ensure that there will be no longer any reason from May 16 on the basis of not increasing the price of residential electricity and commercial electricity. Shortage of electricity due to lack of electricity.

A spokesman for the Information Bureau of the Hunan Provincial Electric Power Company of the State Grid clarified to the Caixin reporter on May 19 that the provincial power company could not guarantee that it would not cut power. When it is possible to buy coal, and if rain and water supply can be guaranteed, the power company will try its best to protect the power supply. At present, no power cuts have been imposed, but the peak period of summer electricity usage is approaching and cannot be guaranteed. "The grid and the power plant are separate now, and when the power plant does not generate electricity, the power company will have no way," the spokesman said.

Chen Jianfeng also mentioned that if a power plant can't buy coal, it won't be able to produce electricity. In the summer, when power peaks arrive, no one can make a guarantee that power cuts will no longer be applied.

In fact, since mid-March this year, Hunan's electricity supply has begun to become tight.

According to data provided by the State Grid Hunan Electric Power Company to Caixin, the province’s highest power shortage this year reached 4 million kilowatts, and the daily electricity consumption gap is about 80 million kilowatt-hours, which is equivalent to 28.57% of the current power demand.

This proportion has greatly exceeded the ratio of 20% of the highest red warning signal prescribed by Article 19 of the NDRC document No. 832. The National Development and Reform Commission divides the early warning information issued by the power operation authorities and power grid companies at all levels into four levels, and divides them according to the proportion of the maximum electricity demand in the current period. Grade I is particularly serious (red, more than 20%); Grade II is serious ( Orange, 10%-20%); Class III heavier (yellow, 5%-10%); Class IV generally (blue, 5% or less).

Hunan mainly relies on hydropower, accounting for more than half of Hunan's electricity. The government authorities believe that this year, Hunan's incoming water is severely less than normal, and it is superimposed on various factors such as tight energy operation in the country and restricted coal conversion in other provinces, causing a conflict between energy supply and demand, and a shortage of power supply.

The person in charge of the Hunan Economic Information Commission stated at the briefing at the beginning of May that under the current situation that electricity supply is generally strained across the country, the contradiction between the supply and demand of Hunan's electricity will change from seasonal to time-long and regular.
