Zhang Zhongmou, Chairman of TSMC, has repeatedly expressed his commitment to remaining in Taiwan, emphasizing that TSMC is not concerned about the red supply chain. Despite concerns over power shortages and resistance, TSMC has decided to establish a 12-inch wafer fabrication plant in Nanjing. The project was recently approved by the investment review committee.
A recent photo from the newspaper shows the progress of the facility, which is set to be located in Pukou Park within Jiangbei New District. The Ministry of Economic Affairs approved the investment case, and it is expected that the 16-nanometer process will begin production in 2017. According to reports, TSMC has already completed site leveling, and its advance teams have been closely monitoring the land development.
Jiangbei New District officials confirmed that the site is ready for construction, and the factory can start operations at any time. The district emphasized its strong collaboration with both TSMC and the Nanjing municipal government.
Huang Lixin, Secretary of the Nanjing Municipal Party Committee, mentioned that several major projects, including the TSMC wafer base, are set to start soon. He also noted that the facility is fully prepared and can be launched immediately upon approval.
TSMC’s investment in the 12-inch wafer fab in Nanjing totals $1 billion, with $100 million coming from Taiwan and the rest raised through mainland China and other overseas markets. The project is expected to receive significant support from both the National Integrated Circuit Industry Investment Fund and local Jiangsu provincial policies.
Notably, TSMC will operate the factory independently without being forced into joint ventures or cooperative arrangements on the mainland. As a state-level new district, Jiangbei New District plans to offer special privileges to attract innovative industries, focusing on rapid industrialization of scientific achievements.
Nanjing authorities have also pledged to assist TSMC with personnel training, particularly in motor-related departments at top Chinese universities. The factory is scheduled to start construction and is expected to complete trial production by 2018, producing 16-nanometer wafers. This move is expected to strengthen TSMC’s position in the Chinese market and compete directly with SMIC.
