Galaxy Internet TV chairman Tao Lei: OTT license party - to do...

On December 1st, the 5th China Internet Audiovisual Conference's Theme Forum—Internet TV Industry Summit was held in Chengdu. This event brought together industry leaders to discuss the latest trends and future directions of the Internet TV sector. Focused on the theme of "New TV Value," the forum aimed to spark intellectual exchanges and foster innovation across the industry. Tao Lei, Chairman of China-Guangzhou New Media and Galaxy Internet TV, delivered a keynote speech titled *"Responsibility-Driven, Initiative, Healthy Development."* The event featured a photo of Tao Lei, highlighting his role as a key figure in the development of Internet TV in China. **I. The Responsibility of Internet TV** Since 2011, seven radio and television organizations have obtained OTT integrated broadcast control licenses, marking a significant step in the regulation of Internet TV. Over the years, policies have been continuously refined to ensure proper management. In 2011, the General Administration of Press and Publication issued guidelines for the operation and management of Internet TV license holders. In 2017, further regulations were introduced to strengthen the oversight of audiovisual content on the internet. These measures emphasize the need for licensees to continuously improve their capabilities and adapt to industry changes. A license is not just a privilege—it comes with service and responsibility. Galaxy has long advocated for a "license-as-a-service" model, focusing on supporting the industry through content providers, hardware vendors, and end-users. This approach ensures that the license holder takes on the responsibility of maintaining industry standards, balancing the value chain, and delivering an optimal user experience. At the forum, Tao emphasized that licensees should take greater responsibility by improving management, enhancing services, and increasing technical investment. This includes refining business models and strengthening control over operations. **II. Galaxy’s Independent R&D and Open Platform** Over the past five years, the number of OTT terminals has grown rapidly. By the first half of 2017, the total OTT volume had reached 240 million units. Since 2015, when mainstream apps began pre-installing on TVs, the Internet TV industry has started offering membership services. Galaxy launched its film and television membership products in 2016, achieving faster growth compared to traditional video platforms. Currently, the subscription rate for Galaxy's membership products exceeds 6% and continues to grow at a high pace, with expectations of surpassing 10% within the next two quarters. Galaxy has focused on building a strong team and providing efficient OTT Solutions, particularly for smart devices. The company has conducted thorough risk assessments and developed a secure and stable OTT solution. It has also established its own open platform, enabling better integration and scalability. In the context of industry integration, licensees must leverage their technical strengths to differentiate themselves from cable TV, IPTV, satellite broadcasting, and DTMB. By doing so, they can create unique value and drive sustainable growth in the evolving Internet TV landscape.
