On December 1st, the 5th China Internet Audiovisual Conference's Theme Forum – Internet TV Industry Summit took place in Chengdu. The event focused on the latest trends and strategies shaping the Internet TV industry. With the theme "New TV Value," the forum aimed to foster discussions on innovation, development, and the future of the sector. Tao Lei, Chairman of China-Guangzhou New Media and Galaxy Internet TV, delivered a keynote speech titled "Responsibility-Driven, Initiative, Healthy Development."

**I. Responsibility and Role of Internet TV**
Since 2011, seven radio and television organizations have been granted OTT integrated broadcast control licenses, marking a significant step in regulating the Internet TV industry. Over the years, policies have continued to evolve, including key documents such as the "Notice on the Operation and Management of Internet TV License Organizations" in 2011, the "Provisions on the Administration of Audio-visual Program Services for Private Networks and Directed Communication" (Order No. 181), and the "Notice on Further Strengthening the Management of Broadcasting of Audiovisual Programs on Internet" in 2017. These regulations emphasize the need for licensees to continuously improve their capabilities and adapt to industry growth.
A license is more than just a privilege—it represents responsibility, service, and commitment. Galaxy has long advocated for a "license-as-a-service" model, where the company supports the entire value chain by serving content providers, hardware vendors, and end-users. This approach ensures that the industry operates in a standardized and sustainable manner while delivering an optimal user experience.
At the conference, Tao Lei emphasized that licensees must take on greater responsibility by enhancing management, improving services, and increasing technical investment. He also highlighted the importance of balancing business norms and operational controls to drive healthy and sustainable development.
**II. Galaxy’s Independent R&D and Open Platform**
Over the past five years, the number of OTT terminals has grown rapidly. By the first half of 2017, the total OTT volume had reached 240 million units. In 2015, the Internet TV industry began offering member services through mainstream apps and pre-installed TV software. Galaxy launched its film and television membership service in 2016, achieving faster growth compared to traditional video websites. Currently, the payout rate for GITV's membership products exceeds 6% and continues to grow at a high pace, with expectations of surpassing 10% within the next two quarters.
Galaxy has focused on building a strong team and providing top-tier OTT Solutions, particularly for smart devices. The company has conducted in-depth analysis of risk points and implemented effective prevention and control measures. As a result, Galaxy has developed a secure and stable OTT solution and established its own open platform.
In the context of industry integration, licensees should leverage their technical strengths and differentiate themselves from traditional services like cable TV, IPTV, satellite broadcasting, and DTMB. By doing so, they can create unique value and lead the evolution of the Internet TV landscape.
